County Approves Farmersville Solar Road Agreement and Two Bridge Repair Projects

The Montgomery County Board on Tuesday, March 10, 2026, approved a comprehensive road use agreement with a commercial solar developer and advanced two significant bridge repair projects.

The Board unanimously approved an agreement with CF IL Solar W. Main St., Farmersville LLC (CF Farmersville Solar), granting the developer the right to use approximately one mile of Main Street (Mine Ave.) to access a proposed solar farm location during construction.

Roads and Bridges Committee Chairman Ethan Murzynski presented the agreement, noting that it explicitly outlines the size and location of the entrance culvert and the entrance road, as well as the developer’s responsibilities regarding the use and upkeep of the road.

According to the terms of the contract provided in the agenda packet, the maximum weight limit on Main Street will be restricted to 80,000 pounds. CF Farmersville Solar is strictly prohibited from using the county right-of-way for storage, staging, or parking. To protect the county’s infrastructure, the developer is required to post a $250,000 surety bond prior to construction, which the county can draw against if the company fails to pay for any necessary road repairs or restoration. Any unauthorized use of non-designated county roads by construction vehicles will result in a $500 fine per occurrence.

In addition to the solar agreement, the Board approved two local bridge initiatives.

The Board approved a $60,895 engineering agreement with Hillsboro-based Hurst-Rosche Inc. for the replacement of a bridge on North 15th Ave. in Butler Grove Township. Murzynski stated the project (Section 26-03115-00-BR) will replace an existing wood deck bridge with a new drainage structure, alongside local channel improvements and roadway upgrades. The project will be funded 80% by the Township Bridge Fund and 20% by local funds.

The Board also approved Resolution 2026-05, appropriating funds for a 50/50 bridge pile repair project on Red Bridge Trail in Hillsboro Township. Murzynski informed the board that the bridge is currently closed due to a state of severe deterioration. The total cost of the repair is estimated at
