Greenwood also reported that the contractor lacks appropriate equipment, refuses to utilize local labor, and only maintains traffic control measures when given official notification.

The report indicated there are concerns that the contractor may manipulate project timing to limit necessary on-site inspections. The Roads & Bridges Committee discussed potential methods to avoid these issues in the future, including the possibility of not accepting future bids from the company.
