Waggoner Bike Trail Billing Reworked in Fund 375 Voucher Review
Article Summary: Rather than send the Village of Waggoner a $22,000 check for bike trail maintenance, the Montgomery County Board’s Finance & Budget Committee determined Thursday, Aug. 6, 2026, that the village should contract for the work and submit bills of up to $22,000 to County Board Administration for payment. The committee separately recommended a slate of Fund 375 vouchers and requests.
Fund 375 Purchases Key Points:
The committee “once again” debated the $22,000 voucher to the Village of Waggoner for bike trail maintenance and determined the village should contract for the work and submit bills up to $22,000 to County Board Administration.
The $22,000 Waggoner payment does not appear in the slate of vouchers the committee recommended.
The committee recommended payment of 13 Fund 375 items, the largest being $8,802 listed with C&K Communications and $5,001.60 to Sutton Ford, plus two requests totaling $3,957.
Motion by Ruppert, second by Corso; all in favor.
MONTGOMERY COUNTY — For at least the third time this summer, the Montgomery County Board’s Finance & Budget Committee took up a $22,000 payment to the Village of Waggoner for bike trail maintenance — and again declined to send the village a lump sum.
Reviewing Fund 375 vouchers and requests at its meeting Thursday, Aug. 6, 2026, the committee, in the words of the minutes, was “once again debating” the item. It determined that Waggoner should contract for the work needed on the trail and have bills of up to $22,000 submitted to County Board Administration for payment.
The record does not show a motion or a vote on that determination, and the $22,000 does not appear among the vouchers the committee recommended for payment.
The item has moved back and forth between committees. At the Development & Personnel Committee’s July 6 meeting, members voted unanimously to recommend the $22,000 Waggoner voucher. Three days later, at the Finance & Budget Committee’s July 9 meeting, that committee rejected the voucher, preferring to pay the contractor directly. The Aug. 6 determination specifies a mechanism — village-let contracts, billed through County Board Administration — but leaves the payment ceiling at $22,000.
The Recommended Vouchers
On a motion by Chad Ruppert with a second from Rob Corso, the committee voted unanimously to recommend payment of the following Fund 375 vouchers:
$25.20 — Ace Hardware
$4,936.67 — Hillsboro Electric
$56.08 — Johnstone Supply
$4,744.36 — Bondurant Plumbing
$772.58 — Amazon
$139.92 — Home Depot
$1,402.04 — Jorn Sign Company
$1,575 — Kirby Painting
$3,649 — Tom Day
$5,001.60 — Sutton Ford
$4,995 — Dan Hough, as reimbursement for vehicle equipment purchased from Midwest Aftermarket
$8,802 — C&K Communications
The same motion approved requests for $2,919 to HRC and $1,038 to Heise Plumbing.
Two entries warrant a note. The $4,995 reimbursement is to Dan Hough, the county’s EMA/EPA/911 director, who was recorded present at the meeting; the record states the purpose but includes no supporting invoice. And the C&K Communications line is the only one on the list the minutes render as “from” rather than “to,” leaving the direction of that $8,802 unclear on the face of the document.
Fund Balance and Next Steps
Earlier in the same meeting, under a separate agenda item, the committee noted a June coal royalty payment of $128,562.45 and a total Fund 375 balance of $10.9 million. Fund 375 is the county’s coal fund.
As with all committee business, the voucher recommendation is not a payment. It advances to the full County Board, and no county money leaves Fund 375 until the board acts. The committee separately approved a motion to pay the bills, made by Chris Daniels and seconded by Dr. Patty Whitworth, which also carried unanimously.
