MONTGOMERY COUNTY — The Montgomery County Board on Tuesday, June 9, 2026, approved Resolution 2026-07 to appropriate funds from the County Aid to Bridge Fund to pay one-half of an estimated $80,000 project to replace the culvert on East 17th Road in Irving Township.
The motion came from Roads & Bridges Committee Chairman Ethan Murzynski, with a second by Evan Young. All were in favor. A copy of the resolution was directed to Resolution Book 23, pages 292-293.
Murzynski presented the resolution and a map for the 50/50 culvert replacement.
The resolution in the board packet is headed “Resolution To Appropriate Funds From The County Aid To Bridge Fund 235″ and cites 605 ILCS 5/5-602, which allows a county with fewer than 1,000,000 inhabitants to levy an additional annual tax for the purpose of administering several sections of the Illinois Highway Code. All money derived from that tax is placed in a separate fund commonly known as the County Aid to Bridge Fund, the resolution states.
Under the mechanism the resolution describes, the road district petitions the county board for aid in constructing or repairing a bridge, culvert or drainage structure under 605 ILCS 5/5-501, as specified in a petition on file with the Montgomery County Highway Department. The road district has agreed to pay one-half of the total construction cost, the resolution states.
A cost table breaks the estimate evenly: Irving Road District at 50% and $40,000, and Montgomery County at 50% and $40,000, for a total of $80,000. The resolution designates the work as MCHD Proj. #1283, East 17th Road, and provides that the funds necessary to furnish the county’s share shall be obtained from the County Aid to Bridge Fund.
An attached location map shows the site within Irving Township, near the village of Irving, and labels the work as a proposed 11-foot by 4-foot precast box culvert. The map shows the area bounded by Illinois Route 16, the Union Pacific Railroad and the Shoal Creek watershed impoundment reservoir to the northwest.
The resolution states it was approved and adopted by the Montgomery County Board on the 9th day of June, 2026, and carries a signature line for County Clerk Sandy Leitheiser.
The county’s $40,000 share is a derived figure, calculated as one-half of the estimated $80,000 total the board voted on; the resolution itself states the figure directly.
