Roads & Bridges Committee Approves Over $120,000 for Local Bridge Infrastructure

Montgomery County Roads and Bridges Committee | March 2026

Article Summary: The Montgomery County Roads and Bridges Committee advanced two major infrastructure repair projects and formalized a road use agreement to facilitate the construction of a new commercial solar farm in Farmersville.

Highway Infrastructure Key Points:

  • The committee recommended a $60,895 engineering agreement with Hurst-Rosche Inc. to replace a bridge in Butler Grove Township.

  • A $60,000 bridge pile repair project on Red Bridge Trail in Hillsboro Township was advanced as a 50/50 cost-share.

  • The committee approved the Elmore Solar Road Use Agreement, granting CF Farmersville Solar construction access along one mile of Main Street.

The Montgomery County Roads and Bridges Committee on Wednesday, March 4, 2026, authorized over $120,000 in collaborative funding to overhaul deteriorating bridge infrastructure across two townships.

County Engineer Cody Greenwood presented the committee with an engineering agreement from Hurst-Rosche Inc. for a comprehensive replacement project on North 15th Avenue in Butler Grove Township. The project will replace an existing wood deck bridge with a new drainage structure, alongside local channel and roadway improvements.

According to the meeting materials, the project’s cost is not to exceed $60,895. The funding will be heavily subsidized, with 80% covered by the Township Bridge Fund and the remaining 20% coming from local funds. Rob Corso made a motion to recommend the engineering agreement, which was seconded by Chad Ruppert and passed unanimously.

The committee also tackled the severely deteriorated bridge on Red Bridge Trail in Hillsboro Township, which is currently closed to traffic. Greenwood presented Resolution 2026-05, appropriating funds for a 50/50 bridge pile repair. The total cost is estimated at $60,000, with Montgomery County and the Hillsboro Township Road District evenly splitting the financial responsibility. Patty Whitworth made a motion, seconded by Bill Bergen, to recommend the resolution and appropriate the funds from the County Aid to Bridge Fund. The motion carried, with Chairman Ethan Murzynski abstaining from the vote.

In a separate action, the committee reviewed and approved the Elmore Solar Road Use Agreement. The document grants CF Farmersville Solar the right to utilize approximately one mile of Main Street (Mine Ave.) to access their proposed solar farm location during construction. The agreement strictly outlines the size and location of the entrance culvert and road, as well as the developer’s responsibilities regarding the use and upkeep of the municipal roadway. Whitworth made a motion to recommend approval of the agreement, which was seconded by Keith Hancock and carried unanimously.
