Under the terms of the working agreements, the county acts as the governing body for the Special Service Districts, levying property taxes to offset the operating expenses of the independent, not-for-profit ambulance corporations. The county is required to disburse 100% of the collected levy amounts to the respective ambulance services by December 31, 2026.

The largest contract approved was with the Nokomis-Witt Area Ambulance Service, which will receive a Special Service Area Ambulance Tax levy of $438,943. The Hillsboro Area Ambulance Service contract was approved for a $300,000 tax levy, and the Farmersville-Waggoner Area Ambulance Service contract was approved for $119,700.

A fourth contract for the Raymond-Harvel Special Service Area Ambulance District had not yet arrived for review and remains pending. Under the agreements, the ambulance providers are solely responsible for buying and maintaining their vehicles, managing their employees, and submitting to a third-party audit every five years.
