HILLSBORO, Ill. – Labor negotiations were the primary focus of the Development & Personnel Committee on Monday, December 1, 2025.
The committee reviewed and recommended approval of a new Collective Bargaining Agreement with the International Union of Operating Engineers (IUOE) Local 148, representing Circuit Clerk employees. The four-year deal is effective from December 1, 2025, through November 30, 2029.
The contract includes significant wage adjustments:

Additionally, the entry-level salary for the department has been established at $17.00 per hour.
The committee also met in closed session with Matt Blankenship and Mike Young of Local 1084 regarding the Sheriff’s Office Administration (SOA) contract. Following the closed session, the committee discussed salary and starting wage issues for a three-year contract. The union representatives stated they would discuss the county’s offer with their members.
