HILLSBORO, Ill. – Labor negotiations were the primary focus of the Development & Personnel Committee on Monday, December 1, 2025.
The committee reviewed and recommended approval of a new Collective Bargaining Agreement with the International Union of Operating Engineers (IUOE) Local 148, representing Circuit Clerk employees. The four-year deal is effective from December 1, 2025, through November 30, 2029.
The contract includes significant wage adjustments:

Additionally, the entry-level salary for the department has been established at $17.00 per hour.

Following the closed session, the committee discussed salary and starting wage issues for a three-year contract. The union representatives stated they would discuss the county’s offer with their members.
