Litchfield City Council Meeting | Dec. 4, 2025

The Litchfield City Council handled significant infrastructure and planning business during its Dec. 4, 2025, meeting. The board focused heavily on water systems, approving over $230,000 in emergency repairs for the water treatment plant and awarding a $1.7 million contract for new water mains. The council also finalized an updated Parks and Recreation Master Plan after amending it to correct land ownership errors and adjusted a development agreement to attract a major retailer.

Mayor Jacob Fleming opened the meeting by thanking city employees for their swift response to an early snowstorm and encouraged residents to shop locally for the holidays. All votes taken during the meeting were unanimous among the alderpersons present.

Tourism Grant Accepted:
The council approved a subrecipient agreement with the Great Rivers and Routes Tourism Bureau to accept a $12,500 grant. The funds will be used to repair wayside exhibits at 413 Old Route 66 and 1500 Old Route 66 North, as well as to pour an additional concrete pad at the Route 66 Monument. Officials noted the project comes at no cost to the city.

Neuhaus Appointed to Committee:
Todd Neuhaus was appointed to the Economic Development Committee to fill a four-year unexpired term vacated by Meghan Hyam. Mayor Fleming noted that Neuhaus is a lifelong resident and local business owner. His term will expire in May 2028.

Pension Actuarial Services:
The board approved a proposal from Lauterbach & Amen, LLP to prepare the Firefighters’ Funding Actuarial Valuation for fiscal years 2025, 2026, and 2027. The contract is for an amount not to exceed $11,560.

Construction Pay Request:
A pay request of $28,309.13 was approved for Pfund Construction. The payment covers work for tapping into an existing water main at the corner of East Clark and North Maple streets to connect service for the Wildflower Subdivision. Mayor Fleming noted the subdivision is making steady progress.
