Litchfield Park District Board Meeting | Dec. 3, 2025

Article Summary: The Litchfield Park District Board updated its long-term strategy to maintain eligibility for state grants and passed three ordinances to capture property tax revenue from recently annexed lands.

Litchfield Park District Board Key Points:

  • Master Plan Update: The board approved a five-year update to the joint master plan, a requirement for Open Space Lands Acquisition and Development (OSLAD) grant eligibility.

  • New Amenities Included: The updated plan incorporates the dog park, Davis Park restroom and concession construction, and new yoga and tennis instruction programs.

  • Tax Revenue Secured: The board passed Annexation Ordinances #272, 273, and 274 to ensure property tax revenue from three properties recently annexed into the city is collected.

The Litchfield Park District Board on Tuesday, December 3, 2025, approved a significant update to its Master Plan and finalized ordinances to secure tax revenue for the coming year.

The board voted to approve the Master Plan update as presented. The district originally entered into a partnership with the City of Litchfield in 2021 regarding a joint master plan. According to the meeting minutes, the plan requires updates every five years to avoid the necessity of approving an entirely new plan. Maintaining a current plan is essential for the district to apply for future Open Space Lands Acquisition and Development (OSLAD) grants.

The approved updates reflect recent additions and future goals for the district, including the dog park, the construction of restrooms and concessions at Davis Park, and the addition of yoga and tennis instruction.

In financial matters, the board took action to capture revenue from expanding city limits. The board discussed and approved Annexation Ordinances #272, 273, and 274. These ordinances relate to three properties that have been annexed into the city. By passing these ordinances and filing them before the end of the year, the Park District ensures it will receive property tax revenue from these locations. A roll call vote was taken for each property, and all three passed.
