Overall Meeting Summary
The Montgomery County Board’s October meeting was marked by significant financial and personnel developments. The meeting began with the acceptance of State’s Attorney Andrew Affrunti’s resignation and the immediate appointment of Brian Shaw to the role. Financial discussions were dominated by the discovery of a nearly $1 million error in the tentative budget, necessitating a special meeting later in the month. The board also updated ordinances regarding renewable energy fees and addressed public concerns regarding the construction of the new Highway Department building.

News Briefs

GIS Funding Transfer: The board approved a motion to transfer Geographic Information Systems (GIS) operations from the General Fund to a separate fund beginning in FY2026. This change allows recording fees that fund the office to be directly used for GIS mapping services. Budgeted revenues for the department are $94,000.

Animal Control Policies: The board adopted a new Animal Control Policy & Procedure Manual to reflect current operations. Warden Tricia Papin reported the facility currently houses seven dogs and 19 cats. An adoption event is scheduled for October 25 at Rural King in Litchfield.

Historic Courthouse Security: A proposal from Wareham Security for $5,235 was accepted to update the security hardware on the south double door entrance of the Historic Courthouse. The update will convert the entry to a key fob system, similar to the north door.

Cell Phone Policy Adopted: The board adopted a new Montgomery County Cell Phone Policy drafted by Bushue HR. The Coordinating Committee will next review which specific employees require county-issued cell phones under the new guidelines.

Waste Management Plan: The board passed a resolution adopting a new Five-Year Waste Management Plan. The update was drafted by the county with input from DC Waste.

Operation Green Light: The county announced it will participate in “Operation Green Light for Veterans” from November 4-11, 2025. The Historic Courthouse will be illuminated green to support military veterans, and residents are encouraged to change one light bulb to green.

Sheriff’s Report: The Sheriff’s Office reported 2,011 daily incident counts in the Communications Division for September. The jail population averaged 40.13 detainees daily, with a total of 89 detainees (69 males, 20 females) processed during the month.

Trustee Parcel Transfers: The board approved the transfer of 17 delinquent tax parcels sold at the trustee sale. One sale, regarding parcel 13-06-179-001 in Witt Township, was rejected following questions raised by a local citizen about the buyer.
