The Litchfield City Council convened on Thursday, Oct. 16, 2025, tackling significant infrastructure and financial issues. The meeting was dominated by discussions regarding the city’s water system, resulting in the approval of over $183,000 in emergency plant repairs and the denial of a billing credit for the City of Mt. Olive. The council also approved legal and personnel contracts and authorized maintenance for Lake Lou Yaeger.
Mayor Jacob Fleming opened the meeting by announcing the schedule for local Halloween festivities. Trick-or-treating will take place on Oct. 25 following the 4:00 p.m. parade until 9:00 p.m., and again on Oct. 31 from 6:00 p.m. to 9:00 p.m.
Lake Lou Yaeger Signs:
The council approved a motion to replace two Lake Lou Yaeger signs. The contract was awarded to Jorn Sign Co. for an amount not to exceed $12,790. Mayor Fleming noted that the cost is being covered by funds from the Kilton Fund grant for signage.
Legal Services Contract:
A resolution was approved to amend the contract for legal services with Lashly & Baer, P.C. The agreement sets a flat monthly fee of $11,450 for basic legal rates. Alderperson Josh Hughes praised City Attorney Michael McGinley, stating, “Mike does an excellent job, and we are blessed to have him.”
Dam Inspections:
HMG Engineers, Inc. was authorized to perform annual dam inspections for the Lake Lou Yaeger Dam and Litchfield Lake Dam. The cost for these services is not to exceed $10,500.
EMT Education Consortium:
The council approved a cooperative agreement with Litchfield Community Unit School District #12. The school district will serve as the administrative agent for a career and technical education joint consortium, facilitating an EMT-B class in conjunction with the Litchfield Fire Department. There is no budget impact for the city.
