Litchfield Approves Contract for State-Funded Auto Theft Task Force Inspector

Litchfield City Council Meeting | Oct. 16, 2025

Article Summary: The City Council approved a contract for services with Ryan Gorman, who will serve as an Inspector for the Illinois Statewide Auto Theft Task Force (ISATT). The position is fully funded by a state grant and comes at no cost to the city.

Ryan Gorman Contract Key Points:

  • Role: Ryan Gorman will serve as an Inspector for the Litchfield Police Department assigned to the ISATT.

  • Funding: The position is 100% funded by a grant from the Illinois Auto Theft Task Force, covering salary and benefits.

  • Salary: The contract stipulates an annual base salary of $100,000.

  • Assets: A vehicle for the position is provided by the Village of Thornton, Illinois, per the memorandum of understanding.

The Litchfield Police Department will house a specialized auto theft inspector following a council vote on Thursday, Oct. 16, 2025. The board approved a contract for services with Ryan Gorman to join the Illinois Statewide Auto Theft Task Force (ISATT).

City Administrator Breann Vazquez confirmed that the arrangement places no financial burden on local taxpayers.

“This is not funded by the city. [It is] the Illinois Auto Theft Task Force grant,” Vazquez said.

According to the agenda, Litchfield was approached to host the position after Gorman served as a member of the Macoupin County Sheriff’s Department and the Illinois Secretary of State Police. The role focuses on asset seizure and forfeiture, which officials noted could provide potential future revenue for the city.

The contract outlines a one-year term running from Nov. 1, 2025, through Oct. 31, 2026. While Litchfield will process the payroll, the city will be fully reimbursed by ISATT for the $100,000 salary, overtime, and benefits. The motion passed unanimously.
