The Litchfield City Council on Thursday, Dec. 4, 2025, advanced two major water infrastructure efforts, awarding a new seven-figure contract and adjusting the budget for an ongoing project.
The council accepted a bid from Haier Plumbing & Heating, Inc. not to exceed $1,763,517. The project involves replacing approximately 7,020 linear feet of water main and 1,360 linear feet of directional bore.
The work will take place along Ferdon Street (North), Clinton Street (East), Tyler Avenue (South), and Old Route 66 (West). Mayor Jacob Fleming clarified that the city secured a grant for $1.5 million to offset the majority of the cost.
Separately, the council approved a change order increasing the contract with Petersburg Plumbing & Excavating, LLC by $38,865.32 for the ongoing State Street Water Main Project.
Mayor Fleming explained that crews encountered unexpected underground conditions.
“As they dug down… the depth for some of the pipes was a problem, and they ran into some other unexpected things underground,” Fleming said. “Which is to be expected when you’re dealing with the old infrastructure we were replacing.”
City Administrator Breann Vazquez confirmed the additional funds would be drawn from TIF funding. Both measures passed unanimously.
